Black Mountain Road Pipeline No. 2, San Diego, CA

Winzler & Kelly was selected as the design arm of the first design-build team for the City of San Diego’s Water Department. The project involved design and construction of approximately four miles of 42- and 48-inch potable water transmission pipeline from Mira Mesa to Rancho Penasquitos. The project included construction of three miles of 24- and 36-inch reclaimed waterline paralleling the potable water pipeline along much of the alignment. The project included tunnel crossing of Los Penasquitos Creek to minimize impact to sensitive habitat, complex traffic control required due to the alignment following high traffic volume roads, and coordination with Caltrans for crossing the freeway right-of-way.

Winzler & Kelly worked closely with the contractor to develop plans and specifications to allow development of a construction sequencing plan, detailed traffic control plans, material quantity takeoff, and construction bid. The complete construction document set was prepared in compliance with City standards resulted in nearly 100 pipeline-related plan sheets and an additional 130 traffic control plan sheets.

Black Mountain Road pipeline design was completed within the 140-day schedule, delivered on time and within budget.
