Winzler & Kelly prepared the Environmental Impact Report for the Humboldt State University Campus Master Plan. The Master Plan is a long-range plan for campus facilities to accommodate a proposed enrollment ceiling increase to 12,000 full-time-equivalent students (FTEs) from the current enrollment ceiling of 8,000 FTEs. The Master Plan will provide a framework for implementing the University’s mission, goals, and programs by identifying facilities and improvements needed over the next 30 to 40 years. The facilities and improvements proposed in the Master Plan address capacity needs and functional deficiencies to accommodate the projected enrollment of 12,000 FTEs. The Master Plan shows approximately 756,000 gross square feet of new construction for academic and support facilities and the removal of approximately 460,000 gross square feet of buildings.

 

The campus is located in the east-central portion of the City of Arcata in Humboldt County, and traffic, housing, and public services and utilities were among the important issues addressed in the EIR. The CEQA services provided by Winzler & Kelly for this EIR included a major study of parking needs, traffic impacts, and alternative transportation modes. Winzler & Kelly completed all aspects of the CEQA process, including Notice of Preparation, scoping meeting, Draft and Final EIR, notices and distributions, findings, mitigation monitoring program, statement of overriding considerations, and Notice of Determination.
