Winzler & Kelly has assisted the City of Santa Rosa with the development of its Incremental Recycled Water Program (IRWP) since 2000. The Santa Rosa Subregional Water Reclamation System provides for the treatment, reuse, and disposal of wastewater generated by the cities of Santa Rosa, Rohnert Park, Cotati, Sebastopol, and portions of unincorporated Sonoma County. The existing reuse system includes urban irrigation, agricultural irrigation and Geysers steamfield injection. Surplus water that can not be stored or reused is discharged seasonally into the Laguna de Santa Rosa (a tributary to the Russian River).
The City’s IRWP, including a Master Plan and Programmatic EIR, sets forth a strategy to develop additional treatment and reuse/disposal capacity for planned growth. The City intends to accommodate increased wastewater flow by a combination of programs including conservation and I/I reduction and expansion of the existing urban, agriculture and Geysers reuse systems. Surplus water will continue to be discharged annually at the currently permitted discharge rate.
Our team members participated in and/or led a number of stakeholder meetings, including appearances before local community groups, the Board of Public Utilities, the City Council, environmental groups, individual property owners, and other project stakeholders. The project has received awards from the American Planning Association, WateReuse, and the Consulting Engineers and Land Surveyors of California.
Winzler & Kelly is the consultant for planning the extension of recycled water service into urban Santa Rosa, development of a GIS model that analyzes various pipeline routes and satellite plant locations, conducting a market assessment and outreach to potential users, developing economic models to compare the expanded recycled water supply to groundwater and imported water, and development of policy guidelines and funding assistance.
