The City of American Canyon selected Winzler & Kelly to serve as a “third-party” construction manager for the construction of a new state-of-the-art water treatment facility. Winzler & Kelly provided full-time inspection and construction contract management for the City. The project included the construction of a new 3 million gallons per day (MGD) water treatment plant with the future capacity of 6 MGD. The plant utilizes immersed membrane ultra filtration technology with standard alum mixing and flocculation. The new plant is housed within an 8,500-square-foot steel frame building with administration office space. The building included extensive electrical and mechanical rooms and mezzanines. Interior construction materials included a mix of concrete masonry block and metal frame. The design included stainless steel process piping and an extensive coating system. Several large concrete reinforced treatment tanks were constructed. All construction was performed while maintaining full operation of the City’s existing 2 MGD water plant.

 

The project included underground piping ranging from 4- to 20-inch diameter and two pump stations. Modifications to an existing 2.5-million-gallon storage tank and 60,000 gallon concrete clearwell were completed. New site infrastructure, including asphalt concrete paving, perimeter security fencing, controlled entry gate, and storm drainage systems were also part of the project scope. A separate project consisting of a new chemical (sodium hypochlorite) storage facility was also managed by Winzler & Kelly. The facility consists of a wood-frame structure with metal siding and all associated electrical and mechanical systems.

 

The new plant was commissioned approximately 4 months ahead of schedule. Winzler & Kelly’s construction management team controlled cost as reflected by a total change order cost of only 1.2% of the contract award amount.
